Pownal Growth Center
Small businesses and restaurants were once at the heart of Pownal’s village centers. Unfortunately, like other communities across Vermont, the Town experienced a sharp decline in economic activity with cutbacks, plant shutdowns, and layoffs occurring in the major industrial and commercial enterprises. It was the Town’s desire to bring new industry and suitable commercial businesses back to Pownal to expand the tax base and provide a net benefit to the Town. The Town hired LandWorks to assist them in pursuing growth center designation in the hopes that it may generate modest growth and help recover economic activity in the Town. LandWorks developed a process that began with determining the needs of the community and developing a vision for future growth. It continued with a presentation and discourse of conceptual plans and implementation activities. As a requirement for the application, we prepared 20-year growth projections for housing, population, and economics, which involved the collection of historical data, preparation of related charts and graphs, build-out studies and composition of an analysis of our findings. We also prepared a variety of GIS maps as well as a Capital Improvement Plan & Budget.
